Bi-State is a council of local governments that works
to facilitate intergovernmental cooperation and delivery of regional
programs, planning and project development. Bi-State serves the
geographic area covered by Muscatine and Scott Counties in eastern
Iowa and Rock Island, Henry and Mercer Counties in western Illinois.
Through Information Services Membership (ISM),
we are able to provide the private sector, at a discounted rate,
many of the professional data services enjoyed by our member governments. ISM is
available to private businesses and not-for-profit agencies for
a $425 enrollment fee. Businesses and organizations that are not
members of the Bi-State Data Center are charged an hourly research
fee of $60 for work involved in responding to their requests for
data or mapping services. Membership is a very inexpensive way to
gain access to the valuable services of our research staff for your
business.

Costs vary by project/request. ISM subscribers enjoy a 20% discount
off the standard $60 per hour non-ISM subscriber rate.
** ISM members will receive one free copy of any of
these items that are updated, within the ISM subscriber’s
one-year membership period. All membership periods begin upon receipt
of payment and expire one year from that date.
